Major Issues in Korean Healthcare Services Delivery System and It`s Improvement Strategy

Abstract

|
|
Major issues in Korean healthcare delivery system are curative service-dominant structure, poor functioning of primary care delivery system, discontinued services among healthcare organizations, and conflicts among healthcare service providers especially between doctors-pharmacists, and doctors-oriental medical doctors. As for the first issue, to encourage provision of preventive healthcare services, inclusion of those services in National Health Insurance scheme, role conversion of public heath organizations from direct service provider to coordinator of preventive service providers, and adoption of a new payment method such as capitation (based on free-competition among multiple health insurers) could be strategic alternatives. Secondly, poor functioning of primary healthcare delivery could be resolved by firm establishment of primary care concept and policy, continuous expansion of primary care physicians. Thirdly, attending physician system, adoption of integrated delivery system (IDS) could be effective approaches for providing continuum of healthcare services among various level of healthcare organizations. And lastly, integrated service model of western and oriental medicine could be a strategic solution for conflict resolution between the two medial arena and also preparing for future competition of world healthcare market. Issues related to Drug Dispensing Law through compulsory, institution-based approach could be resolved by selective and role-based model. For dealing with other issues not mentioned above, values of understanding and coordinating various provider groups should be highlighted, because recently more and more interest groups are involved in healthcare service delivery
system.
